ST Welfare Funds Monitoring
Since Independence, Tribal development has been a challenge to the planners and policy makers. This is mainly on account of their traditional life styles, remoteness of Settlements, dispersed population and displacements. Central and State Governments are taking various initiatives for socio-economic upliftment of tribal population of the country. This includes the Tribal Sub Plan (TSP) Strategy for accelerated development of tribal people.
- TSP Strategy was adopted in 5th Five Year Plan (1974-75)
- TSP funds are dedicated source of fund for tribal development
- It envisages to channelize the flow of outlays & benefits from all sectors of development to ST population both in physical & financial terms
Ever since efforts are made through TSP strategy which has brought out improvements in terms of literacy, health, livelihood etc. However, there is still a gap in human development indices between STs and other social groups.
General Overview of TSP
There are 30 Central Ministries / Departments, and 23 States and 4 UT, having specific fund allocation obligation for Tribal Sub Plan (TSP).
State Governments are supposed to earmark TSP funds in proportion to ST population (Census 2011) in the State with respect to total State Plan.
Central Ministries and Departments are obligated for earmarking of TSP funds as per percentage prescribed by Ministry of Finance.
Overall about more than One Lakh Crore is earmarked under TSP for tribal development in a year. For example: it was about Rs. 1,15,000 Crore during 2015-16. Out of which 14% of TSP allocation is with the Central Ministries, 82% is with the states, and only 4 % with the Ministry of Tribal Affairs (MoTA).
Monitoring of TSP
Erstwhile Planning Commission had been handling TSP matters pertaining to Central line Ministries / Departments and States as well. Recently pursuant to amendment in Allocation of Business Rule, 1961, MoTA has been mandated for monitoring of Central TSP as per the framework and mechanism designed by NITI Aayog.
Accordingly based on the framework provided by the NITI Aayog, MoTA has developed an online Monitoring system, which is likely to be launched soon. The framework prescribes monitoring of schemes, allocations, financial performance scheme-wise for utilization vis-à-vis allocation, monitoring of physical performance. The monitoring framework also requires Outcome Monitoring to be done by MoTA. Outcome to be monitored will be in the intermediate term and long term for each Ministry / Department, scheme-wise. Overall Monitoring shall be done quarterly, half-yearly and on annual basis. Ministry / Department-wise performance shall also be reviewed on a half yearly basis jointly by MoTA and NITI Aayog.
With the support of Central Ministries / Departments and State Governments, it is expected that implementation of TSP will improve and become more effective in future.
